On February 5, 2025, President Donald Trump signed an executive order titled “Keeping Men Out of Women’s Sports,” effectively prohibiting transgender women from participating in female sports across K-12 schools, colleges, and Olympic events. The administration argues that allowing transgender women to compete in women’s sports violates Title IX, a federal law that prohibits sex-based discrimination in educational programs receiving federal funding. Institutions that permit transgender women to participate in women’s sports now face the threat of losing federal funds.
The executive order also empowers the Secretary of State to enforce amendments promoting fairness and safety in female sports, ensuring that participation eligibility is based on biological sex rather than gender identity or testosterone levels. Additionally, the administration plans to pressure the International Olympic Committee (IOC) to implement a uniform ban on transgender athletes in women’s sports ahead of the 2028 Summer Games in Los Angeles. Policies regarding the entry of male athletes into the U.S. for women’s sports will also be reviewed.
This move has been met with significant criticism from LGBTQ+ advocacy groups and human rights organizations. Amnesty International and Human Rights Watch have condemned the executive order, stating that it promotes intolerance and violates fundamental rights. Critics argue that the order lacks scientific evidence supporting claims of unfair advantages by transgender athletes and warn that it may exacerbate political polarization rather than foster fair solutions.
The LA28 organizing committee has yet to respond to the executive order, leaving uncertainty about potential international policy shifts regarding transgender athletes’ participation in the upcoming Olympic Games.
